Can Europe Fill Vacuum in Lebanon as UN Peacekeeping Force Concludes?

What You Need to Know
• The United Nations peacekeeping mandate in southern Lebanon is set to expire at the end of 2026.
• The European External Action Service has proposed a three-year mission to support the Lebanese armed forces.
• Approximately 335,000 people remain displaced in Lebanon amid ongoing Israeli bombardment and occupation.

European Union foreign policy chief Kaja Kallas announced that the European External Action Service is proposing a three-year military and civilian mission to assist the Lebanese Armed Forces and Internal Security Forces. This proposal comes as the nearly 50-year United Nations peacekeeping mandate in southern Lebanon is set to expire at the end of 2026. The mission aims to enhance Lebanon’s security capabilities, particularly in border and maritime security, rather than replace the existing United Nations Interim Force in Lebanon (UNIFIL). Despite the proposal, Kaja Kallas expressed uncertainty about the willingness to establish a new European mission to fully take over UNIFIL’s responsibilities. Lebanon continues to face significant challenges, with one-fifth of its territory occupied and around 335,000 people displaced due to ongoing conflict.

Why It Matters

The situation in Lebanon is critical as it faces ongoing Israeli military actions and a significant humanitarian crisis. The UNIFIL was established in 1978 to monitor the ceasefire and support the Lebanese military but lacks enforcement powers. The proposed European mission could provide much-needed support to Lebanon’s security forces, yet it is unlikely to address the disarmament of Hezbollah or enforce an Israeli withdrawal. As the expiration of the UN mandate approaches, the EU’s involvement may shape the future of stability in the region.
