Police have removed 21 children from legal parents Silvia Zhang and Guojun Xuan, who allegedly operated a fraudulent surrogacy scheme through their company, Mark Surrogacy, deceiving multiple women into carrying babies for them. The couple faces charges of child endangerment after an abuse allegation surfaced, leading to the children being placed in protective custody while the investigation continues.
