US recommends debarment of three UNRWA staff for ties to Hamas, Islamic Jihad

Three staff members from the United Nations Relief and Works Agency (UNRWA) have been recommended for disbarment by the US State Department following an investigation by the US Agency for International Development’s Office of Inspector General (USAID OIG). The inquiry revealed evidence linking these former school teachers to Hamas and Palestinian Islamic Jihad, including allegations of their involvement in hostage-taking and the October 7 attacks in Israel. One individual reportedly served as a military operative for Hamas, while another was associated with the Palestinian Islamic Jihad’s Rafah Brigade. A third was linked to hostage-taking activities in Gaza. USAID OIG has also considered disbarring a former UNRWA social worker connected to the October 7 abduction but dropped the proposal due to the individual’s death. The investigations aim to prevent terrorist affiliations within US-funded programs.
