US-Saudi nuclear deal does not address normalization with Israel

The Trump administration is preparing to present a nuclear cooperation agreement with Saudi Arabia to Congress, which will not include provisions for normalizing relations with Israel or stringent safeguards against nuclear weapon proliferation. The agreement, known as a 123 Agreement, is designed to facilitate the development of a civil nuclear industry in Saudi Arabia but lacks the “Gold Standard” that would prevent the kingdom from enriching uranium or reprocessing spent nuclear fuel. Concerns are rising among U.S. lawmakers regarding the absence of these safeguards, especially in light of Saudi Crown Prince Mohammed bin Salman’s previous statements indicating that Saudi Arabia would pursue nuclear capabilities if Iran developed a nuclear weapon. The agreement is expected to be submitted to Congress soon, triggering a 90-day review period during which lawmakers can object to the deal.

Why It Matters

This agreement is significant due to the ongoing geopolitical tensions in the Middle East, particularly between Iran and Saudi Arabia. Historically, Saudi Arabia has expressed intentions to develop its nuclear capabilities, especially if Iran enhances its own nuclear program. The lack of robust safeguards in this agreement raises alarms about potential nuclear proliferation in a region already fraught with security challenges. Additionally, the U.S. has previously required stricter oversight measures in similar agreements, such as the one with the United Arab Emirates, highlighting a shift in nuclear diplomacy strategy that could have broader implications for nonproliferation efforts globally.
