The Taliban has implemented strict measures restricting women’s movement and education, including barring girls from secondary schooling. A recent decree signed by Taliban leader Hibatullah Akhundzada outlines punishments that violate international law, including corporal punishment and expanded death penalty offenses. The decree also criminalizes criticism of the Taliban’s leadership, further limiting freedom of expression. The UN High Commissioner for Human Rights has called for the decree’s repeal and highlighted rising civilian casualties in cross-border clashes with Pakistan.
