Hamas spied on World Vision staff and interrogated suspected whistleblowers to obstruct the trial of its former Gaza director, Mohammed al-Halabi, who was convicted in 2022 for diverting aid to the group. Despite World Vision’s denial of any connection to Hamas and claims of an external investigation finding no wrongdoing, NGO Monitor reported inconsistencies in the charity’s financial records. Documents revealed Halabi’s recruitment by Hamas in 2004 and his role in diverting resources for terror activities. Hamas also monitored legal proceedings and attempted to prevent witnesses from testifying against Halabi.
