The IDF recommends reducing humanitarian aid trucks entering Gaza from 600 to 200 per day in Phase II of the US ceasefire plan, asserting that excess aid is seized by Hamas. The National Committee for the Administration of Gaza (NCAG) will be established to manage civilian functions, but Hamas will maintain control behind the scenes. This arrangement mirrors Hezbollah’s tactics in Lebanon, allowing Hamas to focus on military priorities while appearing to relinquish some civilian authority.
