European Union officeholders and diplomats are considering a plan to bypass Hungary’s veto on €6.6 billion for Ukraine by changing the European Peace Facility (EPF) to allow voluntary contributions. The switch from mandatory to voluntary contributions could potentially resolve the funding stalemate, but it also poses risks such as setting a dangerous precedent and creating budgetary issues for member states.
