The suspect in a car-ramming attack during a Filipino street party in Vancouver, Canada, which resulted in 11 fatalities, acted intentionally and has a significant history of mental health issues, according to police. While no motive has been confirmed for the Saturday evening incident, authorities have ruled out terrorism. The police chief raised the death toll from nine and noted that the 30-year-old suspect had extensive prior interactions with law enforcement and mental health professionals.
