A newly completed Napier apartment block with 30 flats for social housing has remained vacant for five months amid a homelessness crisis in Hawke’s Bay. The Ministry of Housing and Urban Development (HUD) acquired the Wellesley Rd complex in July, intending to sell it to a Community Housing Provider (CHP), but no contracts have been established yet. The building includes 24 single-bedroom units and six two-bedroom units, drawing concerns from residents about its height and limited parking. Consequently, the flats cannot be tenanted until a CHP is secured.
