Israel was identified as the primary perpetrator of grave violations against children in the occupied Palestinian territories in 2025, according to a UN report by Secretary-General António Guterres. The report, “Children and Armed Conflict 2025,” revealed a 34 percent increase in such violations globally, with a record total of 38,558 incidents affecting children. Specifically, the UN documented 12,445 grave violations linked to Israel, including 9,465 attributed to Israeli forces and 326 to Israeli settlers. The report highlighted that 981 Palestinian children were detained, with cases of physical violence reported during detention. Additionally, 2,223 children were injured in the Gaza Strip, while 2,921 were injured in the West Bank, underscoring the significant impact of the ongoing conflict on children’s safety and well-being.

Why It Matters

The rise in grave violations against children in conflict zones reflects broader trends in global armed conflicts, with escalating violence affecting vulnerable populations. The UN’s mandate on children and armed conflict aims to address these issues, but the increasing number of documented incidents indicates systemic challenges in protecting children. Historical tensions between Israel and Palestinian territories have resulted in prolonged violence, with children disproportionately affected due to military operations and societal instability. Understanding these violations is crucial for developing effective international responses and humanitarian interventions to safeguard children’s rights in conflict-affected regions.
