Afghanistan’s Foreign Minister Amir Khan Muttaqi visited India from October 9 to 16, 2025, marking the first high-level Taliban visit since 2021. His discussions included economic assistance, political recognition, and resuming development projects, culminating in a “Joint Declaration” to guide future India-Afghanistan relations. Although India did not formally recognize the Taliban, it upgraded its Kabul mission to an embassy and permitted Taliban consulates in Mumbai and Hyderabad. Additionally, Muttaqi’s visit to Darul Uloom Deoband symbolized a blend of political and religious outreach, aiming to strengthen ties while diminishing Pakistan’s influence.
