A ceasefire proposal between Lebanon and Israel states that only “official military and security forces” in Lebanon can carry arms, in line with UN Security Council Resolution 1701 for the disarmament of all armed groups in Lebanon. The agreement, dated Tuesday and seen by Reuters on Wednesday, emphasizes both sides’ commitment to implementing the resolution fully.
