The order directs Secretary of State Marco Rubio to recommend the redesignation within 30 days and ends relationships with entities that support the Houthis. Aid agencies had previously warned that criminalizing support for the Houthis could hinder humanitarian aid delivery in Yemen, where over 21 million people require assistance to survive.
