Toronto police have charged Julian De Souza, 39, with arson – disregard for human life in connection to a fire at a Scarborough home that resulted in the death of an eight-month-old baby girl and injured a four-year-old boy. The fire started in the basement of a home in the Finch Avenue West and Brimley Road area, with the victims being members of the same family. The accused and victims were living with an elderly couple while waiting to move into their own house.
