Toronto man still allowed to employ staff despite owing more than M in wages, fines

Toronto businessman Anchuan Jiang and his companies are reported to owe over a million dollars in unpaid wages and fines due to failure to compensate employees. Some of Jiang’s workers have been seeking their unpaid salaries for more than three years.
