Ministers in Tony Blair’s government were advised to use Post-it notes for sensitive messages to avoid having to release them under new Freedom of Information laws, as revealed in official files. Concerns among ministers and officials grew as the full implementation date of the FoI Act approached in 2005. Blair later regretted passing the Act, calling himself a “naive, foolish, irresponsible nincompoop” in his memoirs.
