Terror hoaxster freed despite Ontario hospital's view he poses a 'significant threat'

An Ontario man, Stephen Clements, who was found not criminally responsible for warning the German consulate of an imminent terrorist attack in 2016, has been released despite a hospital assessment deeming him a significant public threat. The Ontario Review Board ruled that there was insufficient evidence of a threat, leading to concerns about the management of individuals deemed not criminally responsible in Canada.
