Hayat Tahrir al-Sham (HTS), the Islamist rebels who have taken control of most of Syria, have largely self-funded through levying taxes in Idlib and running a key border crossing with Turkey. They may have received support from wealthy Syrians abroad and indirectly from Turkey, Israel, and the U.S. for weapons. The group has not disclosed its budget or donor list and remains a designated terrorist group by the United Nations Security Council.
