Portland Man Arrested Twice in One Week for Assaults

A Portland man, 24-year-old Santos Puerto-Rios, was arrested twice in one week for unprovoked assaults, first attacking a 21-year-old man and then a 69-year-old woman shortly after being released from jail. The assaults occurred on November 25, 2025, with police later identifying Puerto-Rios as the suspect in both incidents.
