M23 rebels, backed by Rwanda, have taken over the city of Goma in eastern Democratic Republic of Congo, causing government forces to collapse. Thousands of people are fleeing the fighting, seeking refuge in the city center. The region has faced conflict for over three decades, with the M23 emerging in 2012 and capturing Goma before being driven out. The rebels launched another campaign in late 2021, seizing control of territory in North Kivu province. Rights groups accuse the M23 of committing massacres and other abuses.
