Russia launched its second major attack on Ukraine’s energy infrastructure, causing widespread power outages across the country, following President Vladimir Putin’s claims of retaliation to Ukrainian strikes with US-supplied missiles. Fragments from downed Russian drones injured one person in Kyiv, prompting emergency services to show pictures of rubble at a pediatric clinic. Ukrainian President Volodymyr Zelenskyy accused Russia of a “despicable escalation” using cruise missiles with cluster munitions, leading to over one million people losing power and intensified rolling power cuts.
