In response to the stabbing death of Ukrainian refugee Iryna Zarutska on a Charlotte light rail train, North Carolina introduced “Iryna’s Law,” which imposes stricter bail guidelines for violent offenders and eliminates no-cash bail. The bill aims to enhance public safety by presuming detention for certain offenders and allowing involuntary commitment for those with mental health issues and violent tendencies.
