O.C. judge tied to fraud scheme with convicted doctor, records show

Israel Claustro, a former Orange County prosecutor turned judge, is facing accusations of fraud and conspiracy in connection with a healthcare management firm he operated with a Pasadena doctor, Kevin Tien Do. Do pleaded guilty to mail fraud and tax fraud charges, admitting to submitting false medical reports for injured workers. Prosecutors allege that Claustro, identified as “co-conspirator #1,” was the mastermind behind the scheme, controlling Liberty Medical Group and directing Do to list other doctors’ names on reports to conceal their involvement.
