Secretary of Homeland Security Kristi Noem announced a pause on the diversity visa lottery program, citing its use by Claudio Manuel Neves Valente, who is accused of a recent shooting at Brown University that killed two students and an MIT professor. Noem, following President Trump’s directive, claimed the program poses security risks, although its legality and oversight remain unclear. Neves Valente, a Portuguese national, entered the U.S. via this program in 2017 and was previously a student at Brown. He was found dead by suicide in New Hampshire after the shootings.
