London councils have amassed over £130m from a carbon offset fund since its inception in 2016, collecting more than £170m, but have utilized less than £40m for local climate initiatives. The disparity arises as many of the 33 local authorities report lacking the necessary resources, expertise, or time to effectively allocate these funds. This situation raises concerns about the efficiency of the offsetting scheme intended to mitigate emissions from new developments in the capital.
