Large sections of Downey, Norwalk lose power on Christmas Eve due to transformer failure

A transformer failure caused a power outage in Downey and Norwalk on Christmas Eve, affecting tens of thousands of customers. Over 24,000 customers in Downey and an additional 12,000 near Whittier lost power, with restoration predicted by 5 a.m. Christmas Day.
