Hamas is willing to release 34 Israeli hostages, including two dual U.S. citizens, in a ceasefire deal under negotiation with Israel. The hostages were kidnapped during the Hamas-led attack in October 2023. In exchange, Israel would release Palestinian prisoners and partially withdraw troops from Gaza. The deal, being negotiated in Qatar, would only secure the release of a third of the hostages in Gaza. Israel has not agreed to a permanent end to its military offensive, and Hamas will not release all hostages until the war is guaranteed to end.
