On March 23 in Rafah, Gaza, two Red Crescent medics, Asaad al-Nasasra and Rifaat Radwan, searched for a missing ambulance crew, only to discover that Israeli soldiers had attacked, killing two medics and later 13 more responders, including Rifaat. The New York Times investigation revealed that soldiers repeatedly fired on unarmed medics, who were clearly marked as emergency services, for over six minutes, even as they prayed and wore uniforms. Despite the I.D.F. acknowledging professional failures, independent experts state that the attack on medics constitutes a breach of the laws of war.
