Hydro-Québec has appointed retired judge François Rolland to study the company’s practices in collecting unpaid bills in certain Indigenous communities, with Rolland acting as a neutral and independent facilitator to make recommendations on the approach the company should adopt. Last September, Radio-Canada revealed that First Nations had accumulated debts worth $250 million to Hydro-Québec, with residents also mentioning damage caused by the company’s installations on their territory.
