Haitian police arrest ex-lawmaker long accused of arming gangs to influence elections

Former Haitian legislator Prophane Victor, accused of arming gangs in the country’s central region and sanctioned by the U.S. and Canada, was arrested in Port-au-Prince. He allegedly colluded with gang members in Artibonite, forming the Gran Grif gang, which later accused him of supporting rival gangs.
