The agreement, which builds on previous discussions, addresses humanitarian access, the return of displaced individuals, and judicial protection, but many protocols require further work. Kinshasa demands Rwandan troop withdrawal linked to the disbanding of the FDLR militia. Despite Rwanda’s denial of M23 support, the conflict has resulted in thousands of deaths and mass displacement since the M23’s territorial gains began in January.
