Tyree Smith, an institutionalized man who confessed to killing and eating the body parts of a homeless man in Connecticut in 2011, has been granted conditional release by the Psychiatric Security Review Board. 4 Killed and Hundreds Rescued From Flooding in South Texas and Mexico
Flooding in South Texas and Mexico resulted in at least four deaths and hundreds of rescues after over 20 inches of rain fell near the border. Three deaths were confirmed in Hidalgo County, with a fourth in Reynosa, Mexico.
