A “bomb cyclone” is bringing high winds and heavy rain to Northern California and the Pacific Northwest, with the strongest atmospheric river of the season causing excessive rainfall risks from Tuesday to Friday. The storm system is intensifying rapidly, with areas from Portland, Oregon, to north of San Francisco expected to experience severe rainfall and potential flash flooding.
