President Biden expressed his deep concern and sadness over the tragic killing of seven World Central Kitchen aid workers in Gaza, sparking speculation about potential conditions on the weapons sent to Israel.

While the White House has not indicated any shift in its relationship with Prime Minister Benjamin Netanyahu, President Biden’s statements have become increasingly forceful.

He warned that a bombing campaign in Rafah would be a “red line,” but did not specify consequences. The recent attack on aid workers further highlighted the need for Israel to enhance the protection of humanitarian workers.

Senator Chris Van Hollen has advocated for placing conditions on arms supplied to Israel, emphasizing the importance of accountability and responsible use of American weapons.

Conditions on the use of American arms are customary, but Israel has been an exception to this rule. However, there are viable steps that the United States could demand to ensure the safety of aid convoys in conflict zones.

Despite ongoing discussions and pressure on Israel, concerns remain about the lack of a credible evacuation plan for refugees in Rafah. The strike on the aid workers has intensified the urgency for a comprehensive strategy to address the humanitarian crisis.

Although President Biden has expressed frustration over the recent events, he has refrained from openly breaking with Prime Minister Netanyahu. This delicate balance reflects the challenges of managing the situation without jeopardizing Israel’s defense capabilities.

Critics have noted the disparity in President Biden’s response to the killing of aid workers compared to Palestinian civilian casualties. Despite his empathetic reputation, some observers question his ability to show empathy towards Palestinians.

As pressure mounts on Israel to address humanitarian concerns, it remains to be seen if President Biden’s strong words will translate into concrete policy changes.
