The latest report from The Independent International Commission of Inquiry on Syria highlights the widespread violence and destruction caused by various armed groups during the 13-year war, including the pillaging of Syrian property and targeting of political opponents by the Assad regime. The report emphasizes the systematic pillage coordinated by former Syrian army members and affiliated forces, which could amount to war crimes, with near-total impunity for perpetrators. The Commissioners recommend renewed efforts to protect property rights and prevent future instances of pillaging to avoid exacerbating social tensions and violence in the country’s rebuilding efforts.
