Homeless man Efrain Troncoso, arrested for setting fire in Ventura, now faces 10 felony charges for violent attacks, including stabbings and robberies, with special allegations of great bodily injury. Previously arrested for arson, he was released but allegedly carried out attacks three weeks later. Victims were stabbed and robbed in downtown Ventura, with Troncoso scheduled for a mental competency hearing on Dec. 9.
