Negotiators at the UN climate talks in Baku were struggling to reach a deal on Saturday, with past sessions often failing due to a lack of consensus since the first conference in 1995. COP6 in The Hague in 2000 was the only time talks were suspended, later resuming as COP6-2 in Bonn.
