The vote saw 84 percent of eligible voters participate, with the key proposal being to end elections for 30 of the 45 seats of the Shura Council. Other changes included allowing all Qataris, including naturalized citizens, to hold ministerial office, previously reserved for Qatari-born nationals, with the emir now appointing all members of the Shura Council.
