A Ukrainian-backed militia near the Russian border faced a setback when a shipment of pagers intended to be used as explosives turned out to be defective. The plan was to scatter the pagers in abandoned buildings to target Russian soldiers, but the lack of essential features rendered them useless. The shipment, transported through the Black Sea, failed to deliver the intended explosive devices, posing a challenge for the militia’s military strategy.
