Florida plans 13th execution of the year in active death chamber

A Florida man, William Frances Silvia, is scheduled for execution on Tuesday after being convicted of murdering his estranged wife, Patricia Silvia, and wounding her mother, Betty Woodard, in a 2006 incident.
