Texas law firm withdraws from contract to represent migrant children

A Texas law firm, Burke Law Group, has withdrawn from consideration for a $150 million federal contract to provide legal representation for unaccompanied migrant children. This decision followed concerns raised by immigrant advocacy groups about the firm’s qualifications and connections to the Trump administration. The Department of Health and Human Services (HHS) confirmed the firm’s withdrawal in a court filing. Burke Law Group, which has recently added immigration law to its practice areas, was selected to offer legal orientation and representation during immigration proceedings. The contract was intended to support children in government custody while navigating the U.S. immigration system. Advocacy groups have criticized HHS’s choice, arguing that established nonprofits with years of experience should have been prioritized.

Why It Matters

This development highlights ongoing tensions surrounding the legal representation of unaccompanied migrant children in the U.S. The Acacia Center for Justice, which became the primary contractor for the Unaccompanied Children Program in December 2023, oversees numerous service providers that assist over 20,000 children. Advocacy groups have expressed concerns about HHS’s previous demands for confidential client-level data, complicating the ability of organizations like Acacia to provide effective legal support. The situation reflects broader issues within the immigration system, particularly regarding the treatment of vulnerable populations and the prioritization of legal services during a time of heightened scrutiny on immigration enforcement.
