Pakistan’s ongoing discourse about the creation of new provinces has been reignited by Interior Minister Mohsin Naqvi’s recent proposal for additional administrative units. This discussion is often framed around ethnicity and political considerations, which detracts from the crucial issue of whether Pakistan’s governance framework can effectively manage a population that has surged from approximately 65 million in the early 1970s to nearly 250 million today. The existing first-tier administrative structure, established for a much smaller and less complex nation, struggles to deliver equitable services across vast territories. Although the 18th Constitutional Amendment devolved powers to provinces, significant decision-making remains centralized, hindering local governance. The challenge lies not in the number of provinces but in ensuring that administrative units are manageable and responsive to citizens’ needs.
