Lebanon’s pilot zones tested by Hezbollah’s actions

There is a notable divergence in expectations regarding the deployment of the Lebanese Armed Forces (LAF) in southern Lebanon among Beirut, Washington, and Jerusalem. On July 20, the U.S. State Department announced the initiation of pilot zone operations in specific villages as part of a Trilateral Framework, following discussions between Israel and Lebanon in Rome. While Lebanon aims for the LAF deployment to encourage an Israeli withdrawal, the U.S. envisions a more robust role for the LAF in restoring state sovereignty, including limiting Hezbollah’s military influence. Israel, on the other hand, is primarily focused on preventing Hezbollah’s proximity to its borders. This disconnect raises concerns about the effectiveness of the pilot zones, as Lebanon’s strategy seems to overlook addressing Hezbollah’s presence directly, potentially leading to a repeat of past failures in the region.

Why It Matters

The complexities of the Israeli-Lebanese border and the historical context of Hezbollah’s military operations underscore the significance of this situation. The LAF has historically struggled to exert control over southern Lebanon, where Hezbollah maintains a significant arsenal and infrastructure. Past international interventions, such as the United Nations Interim Force in Lebanon (UNIFIL), have been criticized for failing to effectively manage Hezbollah’s activities. The success of the current pilot zone initiative not only influences regional security dynamics but also reflects the broader challenge of establishing a unified Lebanese state capable of maintaining sovereignty in the face of internal and external pressures.
