Africa Shield: Securing Development as a New Security Priority

As Africa’s economies expand, governments are facing the critical task of securing chemical, biological, radiological, and nuclear (CBRN) materials essential for healthcare, industry, and research. The Africa Shield 2026 Regional Counterproliferation Workshop, held from July 14-16 in Tunis, Tunisia, gathered more than 100 participants, including law enforcement officials, military representatives, and policymakers. This workshop aimed to enhance the capacity of African nations to prevent and respond to CBRN risks, in line with United Nations Security Council Resolution 1540, which mandates states to prevent non-state actors from acquiring weapons of mass destruction. The growing use of CBRN materials in various sectors has increased the demand for stronger regulatory frameworks and oversight to prevent theft and misuse.

The significance of this issue is underscored by the increasing reliance on CBRN materials in Africa’s development sectors, including healthcare and mining. Historically, security discussions in Africa have focused on armed conflict and terrorism, but the rise of CBRN materials necessitates a shift in focus. The Africa Shield initiative, now in its sixth edition, aims to bolster the ability of African governments to manage these materials safely and effectively. Strengthening regulatory frameworks and oversight is essential to ensure that the benefits of technological advancements do not come at the cost of security risks.
