Norway Implements Restrictions on AI Use in Elementary Schools

Norway is set to implement significant restrictions on the use of generative AI for elementary school students aged 6 to 13 starting in the upcoming school year. The government aims to prevent children from bypassing essential skills in reading, writing, and mathematics, particularly in light of decreasing educational test scores. Prime Minister Jonas Gahr Stoere emphasized the importance of foundational learning, stating that AI could hinder young students’ educational development. Under the new guidelines, AI use will be largely prohibited for younger students, while students aged 14 to 16 in lower secondary school will be allowed to use AI tools under teacher supervision. Additionally, the government plans to propose legislation to promote the use of traditional books in classrooms, moving away from a reliance on digital devices.

Why It Matters

This decision reflects Norway’s growing concern over declining educational performance, as evidenced by falling test scores in recent years. In 2024, the Norwegian government had already taken measures by banning smartphones in schools and restoring disciplinary authority to teachers. These initiatives aim to reinforce traditional learning methods and ensure that students acquire fundamental skills before integrating modern technologies like AI into their education. Such restrictions may influence educational policies in other countries facing similar challenges in academic achievement and reliance on technology in the classroom.
