Middle East Monitor Report on Recent Developments in the Region

Israeli authorities are reportedly using military infrastructure and seizure orders to expand illegal settlements in the occupied West Bank, according to a recent report by the National Bureau for Defending Land and Resisting Settlements of the Palestine Liberation Organization (PLO). The report highlights that the Israeli military and governmental bodies have altered the topography of the region by constructing new roads and connecting settlement outposts to larger settlements. This expansion includes modifying military firing zone boundaries and converting abandoned military bases into civilian settlements. The Israeli army has also displaced entire Palestinian communities, particularly in the Jordan Valley and Masafer Yatta, to facilitate new settlement developments, often in coordination with Israeli political leadership. From 2023 to 2025, 140 military seizure orders were issued for “security needs,” with a significant majority allocated to illegal settlements, contributing to the total of 645 Israeli settlements and military sites in the West Bank by the end of 2025.

Why It Matters

The expansion of Israeli settlements in the West Bank is a key issue in the Israeli-Palestinian conflict, affecting the prospects for a two-state solution. As of late 2025, there were 778,500 Israeli settlers in the West Bank, with the majority residing in the Jerusalem governorate. The use of military seizure orders for settlement expansion has been criticized for undermining Palestinian claims to land and further complicating peace negotiations. Historical data shows that settlement activity has consistently increased since the 1967 occupation, leading to significant demographic and territorial changes in the West Bank, which has implications for regional stability and international relations.
