An Ontario senior, James Harding, 73, who was found not criminally responsible for attacking three housemates with a hammer, has been discharged with conditions after a review by the Ontario Review Board. Harding, who has a history of mental illness and substance use, including cannabis, was deemed a significant public safety risk but is allowed to live in a 24-hour staffed facility while consenting to treatment. His violent incidents occurred in August 2020, leading to severe injuries among the victims. Despite his ongoing cannabis use, the panel noted it has not affected his mental status, though he continues to report auditory hallucinations.
