National Guard troops evacuated a farming city near Seattle due to severe flooding in western Washington, with rivers swelling to record levels. Burlington, with nearly 10,000 residents, was under a full evacuation order as the Skagit River surged to a record high. Rescuers paddled residents to safety in inflatable rafts, and although some evacuation orders were lifted, the threat of flooding and levee failures remained. The flooding was caused by heavy rainfall from an atmospheric river, affecting areas in Washington, British Columbia, Idaho, and Montana.
