Quebec eliminates penalties for family doctors’ patient load

Quebec has reached a tentative deal with family doctors that would eliminate penalties tied to performance targets and roll back various planned reforms, including a controversial color-coded patient assignment system. The agreement allows family doctor groups (GMFs) to voluntarily take on 500,000 patients by June 2024, with an incentive of $76 million, while removing the obligation to accept 1.2 million orphaned patients by January 2027. The deal, which includes a 14.5% increase in overall compensation for family doctors by 2028, is pending approval from the Fédération des médecins omnipraticiens du Québec (FMOQ) members. The Quebec government has delayed the implementation of Bill 2 until February 28, with further negotiations ongoing for medical specialists.
